Deputizing individuals who are not officers, particularly for bounty-hunters purposes:
1. Conditions for Deputizing: Deputization may occur when law enforcement is significantly outnumbered by criminals, within certain numerical limits, and for the specific role of bounty hunting.
2. Qualifications: Deputization is limited to individuals with a current and valid Class A bounty hunter license in good standing.
3. Purpose of Deputizing: It is invoked solely for pursuing and apprehending fugitives.
4. Authority for Decision: The decision to deputize a non-officer rests with a Marshal or designated leadership, communicated verbally, in writing, or in person depending on urgency.
5. Accountability: Deputized bounty hunters remain accountable to the appointing law enforcement department and must adhere to all laws, regulations, and ethical standards.
6. Reporting and Oversight: Regular reports on deputized bounty hunters' activities must be submitted, with oversight mechanisms to monitor their effectiveness and appropriateness.
7. Revocation of Deputizing: The Marshal or designated leadership can revoke deputization at any time based on conduct, performance, or changes in circumstances.
